  • Deferred OpenTelemetry imports in salt.utils.tracing and salt.utils.metrics so daemons no longer pay the ~15 MB per-process OTel import cost when tracing.enabled / metrics.enabled are false (the default). On a stress-tested salt-master container (~15 Python processes) this reclaims ~225 MB per subsystem — restoring the pre-3008.x baseline. #69855
